Senior EconomistJeanne Powell brings to the ATP a rich and varied background in economics which enables her to support the efforts of the ATP in measuring vital economic impact. Her previous experience includes serving small businesses as a private Certified Public Accountant (CPA), performing corporate audits for regional CPA firms, and working several stints as a federal government economist. Immediately prior to joining the ATP in 1993, Jeanne was a Professor of Economics, Business Statistics and Accounting with Montgomery College. Her government associations include service to the NIST Office of Applied Economics and the Bureau of Industry Analysis for the Department of Commerce, where she developed metrics for assessing industry performance. These collective experiences provide the foundation for helping the ATP design its data collection and metrics system and develop its program evaluation plan, activities which are vital in showing the national impact of the ATP. She published a comprehensive report of ATP progress entitled, "Development, Commercialization, and Diffusion of Enabling Technologies: Progress Report for Projects Funded 1993-1995". She also published a report on Business Planning and Progress of Small Business Firms Engaged in Technology Development Through the Advanced Technology Program. In addition to serving as EAO's senior economist, Jeanne leads ATP's Economic Analysis Group. She provides business management support to ATP awardees and participates in ATP project selection processes and management teams. Jeanne has several advanced degrees and certifications. These credentials include degrees from Cornell University, Northwestern University, and the University of Maryland. She was honored with the Elijah Watts Sells Award for performing above 99.84% of all participants in the qualifying exam for Certified Public Accountant.
