| The
Silber Study survey form consisted of 144 individual questions, some
with multiple parts. The questionnaire was divided into four sections:
Organizational Background (14 questions), Plans to Commercialize and
Business Goals (48 questions), Impact of Award (71 questions) and
Satisfaction with NIST and ATP (9 questions). Some of the questions
were applicable only to single applicant companies and some were applicable
to only joint ventures.
The survey
included both structured answers and free form responses. The free
form responses are often cited in the body of the report.
