About the Advanced Technology
Program
The NIST
Advanced Technology Program (ATP) provides
competitive, cost-shared awards for industry to develop high-risk, enabling
technologies with broad-based economic benefit. The ATP concentrates on
promising but high-risk technologies that can form the basis for new and
improved products, manufacturing processes, and services. The ATP does not
support streams of basic research or product development. It seeks to help
industry fill the gap between basic research and product development, and
to invest in technology that wouldn't be developed in a competitive time-frame
without government cost-sharing. All projects are selected on a basis of
both technical and business merit through a fair and rigorous competition.
For an individual
company, the ATP can fund up to $2,000,000 in research on a given project,
although applicants must pay their own indirect costs. Projects must be
completed within three years. Joint ventures which require two or more
companies leading the research may be funded for up to five years (with
no cap on funding), and must provide over 50 percent of the total R&D
costs as match. ATP funding is provided through cooperative research agreements
with the National Institute of Standards and Technology.
Background
This meeting will bring
together potential ATP project participants drawn from the high performance
battery technology area. Because the Advanced Technology Program is so complementary
to ongoing DOE and other agency research programs, we wish to use this meeting
to accomplish the following objectives:
- Provide an introduction
to the ATP
- Provide participants
with the basis for making future decisions regarding proposals for the
ATP
- Promote ATP participation
by business with candidate technology innovations.
In addition to a formal
presentation covering the basic characteristics of ATP, participant eligibility,
and intellectual property provisions, the agenda will include:
- Two ways to participate
in ATP
- Information on
preparing your business plan
- Information on
preparing your technical plan
- Administrative
highlights
- Questions and
answers.
Senior managers from
the Advanced Technology Program, as well as administrative specialists from
the NIST Grants Office, will participate in this meeting. There will be
ample opportunity for answers to all questions about the ATP with a focus
on the proposal development and selection process.
Meeting Location
The hotel entrance
is on South Eads Street, which runs parallel to Jefferson Davis Highway
(Route 1). Detailed driving routes from various destinations can be obtained
from the hotel. (There are two Marriott hotels in Crystal City.
The other hotel, the Crystal City Marriott, is located across the street).

There is no
fee for registration. To ensure preparation of a meeting packet, your
registration form must be received no later than November 27. The
enclosed registration can be faxed directly

6. Meeting packets will be available at the Marriott hotel beginning at
8 a.m.; the meeting will begin at 9 a.m. and adjourn at 1 p.m.
Hotel Accommodations
A block of rooms
has been reserved at the Crystal Gateway Marriott hotel. The special rate
is $119. ( single or double), plus 9.75% state and local tax. To register
for a room, please communicate directly with the hotel no later than November
27, 1996. After that date, the rooms will be released for general
sale at the prevailing rates of the hotel. Hotel reservations can be completed
by mailing or faxing the enclosed reservation card to the Crystal Gateway
Marriott or by calling the hotel reservations office at (703) 920-3230.

to the reservations office. A credit card number is required to hold the
room for late arrival.
Transportation
Complementary
shuttle service is provided from Washington's National Airport (one mile
distance) to the Crystal Gateway Marriott hotel. The hotel is a short
walk from the Crystal City Metro stop. There is parking available to participants.
The site is easily accessible to downtown Washington, DC.
