As part of the Commerce
Department's Technology Administration,
the National Institute of Standards and
Technology (NIST) works to promote U.S. economic growth by working
with industry to develop and apply technology, measurements, and standards.
NIST carries out its mission through a portfolio of four major programs:
- Measurement and
Standards Laboratories that provide technical leadership for vital components
of the nation's technology infrastructure needed by U.S. industry to
continually improve its products and services;
- a rigorously competitive
Advanced Technology Program providing cost-shared awards to industry
for development of high-risk, enabling technologies with broad economic
potential;
- a grassroots Manufacturing
Extension Partnership with a nationwide network of local centers offering
technical and business assistance to smaller manufacturers; and
- a highly visible
quality outreach program associated with the Malcolm Baldrige National
Quality Award that recognizes continuous improvements in quality management
by U.S. manufacturers and service companies.

NIST is operating on a budget of about $790 million with nearly 3,300

About the Advanced Technology
Program
NIST's Advanced Technology
Program (ATP) provides competitive, cost-shared awards for industry to
develop high-risk, enabling technologies with broad-based economic benefit.
ATP seeks to help industry fill the gap between basic research and product
development, and invest in technology that would not be developed in a
competitive time frame without government cost-sharing. Along with general
competitions which are open to proposals from all technical areas, ATP
is also funding a series of focused programs with well-defined research
and business goals.
Purpose of Workshop
The goals of this
workshop are: 1) to share progress made on ATP-funded composite projects
in civil infrastructure and offshore oil production; and 2) to discuss
rescoping the Manufacturing Composite Structures program toward Composites
in Civil Applications as a new focused program. The new program would
advance composite materials technologies used within civil/construction
and chemical/petrochemical applications through cost-shared partnerships.
The ATP has a portfolio
of industry-led projects involving advanced materials and composite structures.
Many of these projects were initiated through two solicitations (94-02
and 95-11) for the focused program, Manufacturing
Composite Structures. Including two General Competitions and these
focused program solicitations, ATP currently supports 24 industry-led
composite projects with estimated federal funds of over $65 million and
over $70 million of cost- shared industry funds committed over 3-5 years.
The published goals of this focused program were to promote U.S. economic
growth by supporting sustained, high-risk research and development which
will accelerate the use of structural polymer composites in surface transportation,
civil infrastructure, and offshore oil production. Development of user-friendly
integrated design simulation methodologies, sensor monitoring technologies
in manufacturing processes and performance, and development of cost-effective
commercial manufacturing processes were the three primary goals of the
first two solicitations.
Four years later,
Infrastructure and Offshore Exploration & Production, as well as Industrial
Facilities, are emerging into the new era for composites in civil applications.
There appears to be diminished interest in the automotive field based
on ATP's feedback from industry. We hope this workshop can help coalesce
industry to speed up acceptance of the technology currently under development
and further advance the start up of a new industry. During the rescoping
parts of this workshop we will discuss the three major fields:
- INFRASTRUCTURE
- INDUSTRIAL FACILITIES
- OFFSHORE E&P
The science and technology
areas that we will target are:
- Materials Development
- Test Evaluation
- Manufacturing/Fabrication
- Design Methodology
- New Construction
- Economics/Lifecycle
Cost
- Health/Reliability
Monitoring
People interested
in other areas of composite technology are welcome. However, the areas
noted above represent the areas that appear to have the most current interest.
Each focused program
has its unique advantages and an effective way of achieving more synergy
and leverage in specific areas. A focused program on average has a first
year ATP budget contribution of $8-10 million that typically represents
the start of a 3-5 year federal plus industry investment of between $50-70
million total. This amount of funding provides industry with a good opportunity
to address technical challenges in technology and helps industry move
more quickly to exploit the new technology in commercialization applications.
The focused programs must have well-defined research and business goals
and are selected on the basis of four major criteria: potential for U.S.
economic benefit, good technical ideas, strong industry commitment, and
the opportunity for ATP funds to make a significant difference. Ten technical
presentations will be given by the ATP awardees on June 17, and a panel
discussion session will take place in the morning on June 18.

Transportation
Super Shuttle,
1-800-258-3826, offers commercial van service from Baltimore-Washington
International, Dulles International, and Ronald Reagan Washington National
airports to the Gaithersburg area. Call for reservations.
The Washington Metro
system has subway service to Gaithersburg and can be boarded at Ronald
Reagan Washington National Airport. Take the Yellow Line train marked
"Mount Vernon Square" to Gallery Place and transfer to the Red Line train
marked "Shady Grove" to the Shady Grove station in Gaithersburg. Service
is every six to fifteen minutes, depending on the time of day. Travel
time from Ronald Reagan Washington to Shady Grove is approximately 50
minutes. Taxis are available from the Shady Grove Metro station to area
hotels.
A NIST shuttle van
operates for official visitors and conference attendees from the Shady
Grove Metro station to NIST. The van leaves the Shady Grove station on
the quarter and three-quarter hour (e.g., 8:15, 8:45...4:45, 5:15) from
the east side parking lot.

I-270: take Exit 10, Rt. 117 West, Clopper Road. At the first light on

light turn left onto Clopper Road. At the next light, turn right onto
the NIST grounds.

the guard office. Signs will direct you to visitor parking.

The workshop will
be held at the National Institute of Standards and Technology, Administration
Building (101) Green Auditorium, Gaithersburg, Maryland. Gaithersburg
is approximately 25 miles northwest of Washington, D.C.

The registration fee
of $125 per person includes workshop materials, coffee breaks, one lunch,

Refreshments will
