Proposals submitted
to the ATP for high-risk funding receive a fair and consistent peer review
and are judged solely on how their proposal meets the ATP selection
criteria. Selection is based on scientific and technological merit,
and strong potential for broad-based economic benefits to the nation.
Proposals are rigorously
reviewed by:
- Source Evaluation
Boards (SEB).
SEBs are established to ensure that all proposals receive careful consideration.
The SEB is made up of Federal employees, and is convened to evaluate
proposals against the ATP selection criteria. Proposals may be eliminated
by the SEB that do not meet the requirements of the published Federal
Register Notice announcing an ATP competition. Peer review of proposals
submitted to ATP is a multi-step process for selecting
projects.
- Independent
Experts.
Expert technical and business reviewers outside the SEB conduct independent
peer reviews of proposals, which are provided to the SEB as advice in
project-selection deliberations. All reviewers must be free from conflict
of interest and must sign nondisclosure agreements. Outside technical
reviewers are drawn from federal laboratories, and outside business/
economics reviewers are hired consultants, with suitably diverse expertise
in business operations, venture capital, economics, and business development.
All proposals are
assured a confidential, technically competent review even if they involve
a broad, multi-disciplinary mix of technologies.
